Minister za kmetijstvo Janez Cigler Kralj je v torek dve uri pred iztekom roka preklical javni razpis za sofinanciranje raziskovalnih projektov v podporo kmetijstvu, gozdarstvu, ribištvu in prehrani. Razpis, vreden 3,5 milijona evrov, je bil objavljen 20. maja, pri čemer je vodstvo ministrstva za kmetijstvo (MKK) določilo raziskovalne teme, ki so najprej bili vodeni nekdanjo ministrico Matejo Čalušić. Rok za prijavo je potekel 30. junija ob 14. uri, vendar je razpis na podlagi poziva ministrstva za izobraževanje, znanost in mladino (MIZM), ki ga vodi Borut Rončević, preklican. Obvestilo o preklicu je bilo objavljeno na spletni strani javne agencije za znanstvenoraziskovalno in inovacijsko dejavnost Republike Slovenije (Aris), kar je zelo presenetilo raziskovalce, ki so več tednov intenzivno pripravljali projekte za prijavo na razpis.
Raziskovalci s področja kmetijstva in gozdarstva so šokirani. Le dve uri pred iztekom roka so na spletni strani Arisa zasledili vestičko, da je razpis preklican. Za preklic se je odločil kmetijski minister Janez Cigler Kralj, ker naj nabor tematik ne bi bil v skladu s koalicijsko pogodbo nove vlade. Direktorica Gozdarskega inštituta Slovenije dr. Nike Krajnc je za Dnevnik presenečeno dejala, da se v zadnjih tridesetih letih še ni zgodilo, da bi razpis razveljavili. "Da je razpis preklican, smo včeraj okoli dvanajstih opazili na spletni strani Arisa. Nihče nas ni obvestil o tem," je dodala.
Politična odločitev o preklicu razpisa je bila predlagana ministrstvu za kmetijstvo, ki jo je potrdilo. Na MIZM so pojasnili, da so s strani ministrstva, pristojnega za kmetijstvo, dobili dopis, v katerem nas obveščajo, da so se odločili za preklic razpisa. Skladno z ustaljeno proceduro in pristojnostjo MIZM so o tem obvestili Aris, ki je izpeljal nadaljnje postopke. Nadaljnje aktivnosti, vezane na ta razpis, so odvisne od odločitev kmetijskega ministrstva. Na ministrstvu za kmetijstvo so napovedali, da bodo zaradi smotrne proračunske porabe ta seznam skrbno pregledali in pripravili nov nabor tematik, ki bodo skladne s koalicijsko pogodbo nove vlade.
Minister Cigler Kralj je pojasnil, da je odločitev o ustavitvi postopka sprejeta zaradi "resnih pomislekov glede finančnega poslovanja ministrstva v preteklem mandatu". Napovedal je tudi forenzični pregled finančnega poslovanja, javnih naročil, pogodb in kadrovskih postopkov. Kot je dejal, se je novo vodstvo ministrstva že ob začetku primopredajnega obdobja, ki še ni končano, spopadlo z "izjemno slabim stanjem" na ministrstvu. Po njegovih besedah obstajajo indici, da je bilo upravljanje resorja v zadnjih štirih letih malomarno in neodgovorno, zato so pod drobnogled vzeli vse pomembnejše finančne obveznosti, ki jih je sprejelo prejšnje vodstvo. Posebno pozornost namenjajo odločitvam, sprejetim po 22. marcu letos in predvsem v obdobju tik pred predajo poslov novemu vodstvu ministrstva. Cigler Kralj je poudaril, da želi zaščititi integriteto javnih financ in zagotoviti gospodarno porabo davkoplačevalskega denarja.

"Prejšnja ministrica Čalušić je 13. maja podpisala razpis, 20. maja pa je bil objavljen z rokom do 30. junija. To je že občutljivo obdobje, na katerega smo posebej pozorni in zaradi tega sem moral zahtevati ustavitev teh ciljnih raziskovalnih programov in zahtevati podroben pregled vsebin in zakaj bomo dali kar precej denarja. Ne bi bilo v redu in ne bi bilo odgovorno, če bi ta denar dali za nekaj, kar bi se izkazalo, da sploh ni v prid ali v podporo kmetom, pridelovalcem hrane in vsem ostalim, ki jim morajo ti raziskovalni programi služiti s svojimi ugotovitvami. Odločitev nikakor ni bila samovoljna," je pojasnil Cigler Kralj. Ker je menil, da objavljeni razpis teh standardov ni v zadostni meri izpolnjeval, je od ministra za visoko šolstvo, znanost in inovacije zahteval, da postopek ustavi in omogoči njegov podroben pregled. Napovedal je, da bodo pristojni pregledali razpisane teme, prijavljene projekte in druge elemente razpisa. Po zaključku preverjanj naj bi bil razpis ponovno objavljen. "Razpis bo ponovno objavljen in zainteresirani se bodo znova lahko prijavili," je dejal in dodal, da bo prenovljeni postopek izveden v skladu z vsemi predpisanimi standardi in po temeljitem preverjanju potreb sektorja.
Cigler Kralj, ki je v četrtek na omrežju X zapisal, da je razpis zaradi aktivizmov v raziskovanih programih sam zaustavil, je bil bolj skop glede pojasnil, za kakšne aktivizme je šlo. "Možna prisotnost aktivizma pri teh razpisih je bil eden izmed vzrokov, da sem zahteval ustavitev razpisa. Ena potencialna raziskava se imenuje Postopki usmrtitve enodnevnih petelinčkov in iskanje alternativ. Od svojih strokovnih služb bom želel, da mi natančno utemeljijo vsebine razpisanih raziskav za ciljne raziskovalne programe, ker želim, da so usklajeni s tem, kaj je potreba kmetovalcev ter ostalih uporabnikov rezultatov teh ciljnih raziskovalnih programov."
