Cancelled bid for the anchorage on the Spear, same bidder submitted an invalid bid for the second time

The tender process for a ten-year nautical mooring site concession in the Mirine Bay area of the northern part of the Oštrica peninsula has been canceled by the Šibenik-Knin County Assembly after both submitted bids were rejected as invalid. Two Croatian companies registered in Split participated in the tender but had different ownership structures. One, 'Under Heaven,' is owned by Vadym Ievstafiev and FOZZY Holdings Limited, a Cyprus-based entity linked to Ukraine’s Fozzy Group, one of the largest trading-industrial groups in Ukraine. The other bidder, SF Objekt Systeme, is a micro-company whose sole owner and director changed in February 2025 from Gregor Peter Swierzy to Split entrepreneur Mato Zeljko. Both bids failed due to incomplete documentation, lack of proper signatures, missing required data, and failure to meet legal requirements such as registration for the requested activity and tax authority confirmation. The county does not plan to restart the tender, citing the incomplete submissions as evidence of unqualified bidders. Local environmental group 'Za Žaborić' welcomed the decision as a crucial step in protecting public interest but warned that long-term protection ofO
