Domovinski pokret (DP) je predložio saborsku rezoluciju koja bi trebala jačati politički položaj Hrvata u Bosni i Hercegovini (BiH). Ključna mjera predložena u dokumentu je uspostava posebne hrvatske izborne jedinice unutar Federacije BiH, s ciljem spriječiti preglasavanje Hrvata na izborima. Predlog je razmotren u emisiji HRT-ovog programa *Otvoreno*, a glavni tajnik DP-a, Mladen Barać, objasnio je zašto je potreban promjena od prethodnih deklaracija u favoru rezolucije. Prethodne deklaracije iz 2011. i 2018. godine, koje su bile rezultat tadašnjih okolnosti, nisu bile dovoljno oštre, a njihova hitnost traje već osam godina. Rezolucija, dakle, predstavlja snažniji pristup rješavanju problema.

U rezoluciji se navodi potreba za odlučnijim mjerama, uključujući proglašavanje nepoželjnima, mogućnost hrvatskog veta na napredovanje BiH prema EU i reviziju državljanstva za koja se utvrdi osnovana sumnja da je dobiveno nezakonom. Dokument, osim konstruktivnih prijedloga, također predviđa odlučnije mjere, a Barać je naglasio potrebu za snažnim angažmanom Hrvatske kako bi se svi dionici okupili za stolom. Međutim, ovaj pristup nije bio bez kritike. Saborski zastupnik bošnjačke nacionalne manjine Armin Hodžić je izrazio zabrinutost oko selektivnog korištenja sudskih presuda u dokumentu. Njega je zbunilo najoštrija osuda odluke visokog predstavnika, a posebno je istaknuo da je odluka Christiana Schmidta iz 2022. o raspodjeli delegata u Domu naroda "bila najveći napredak u gotovo cijelom desetljeću". Odnosno, pita je li osuda i na taj potez. Kod Hodžića je i problem sa korištenjem presuda u fusnotama dokumenta. On je objasnio da se koristi jedan stav iz presude Kovačević protiv BiH, a ne navodi se da je taj isti stav ukinut 25. lipnja 2023. godine. Time je izrazio misao da se presude koriste selektivno. Također je kritizirao pozivanje na presudu Sejdić-Finci, jer još uvijek nešto nepravdano, a u rezoluciji se koristi kao argument za jačanje etničkih barijera.

Predsjednik DP-a, Ivan Penava, je ponovno stao u obranu rezolucije, ističući da je cilj njihove inicijative zaustaviti preglasavanje Hrvata u BiH. On je naglasio da je suština rezolucije jednostavna – zaustavljanje preglasavanja Hrvata kroz jedinstvenu izbornu jedinicu, gdje Hrvati neće moći biti preglasavani. Penava je istaknuo da je to minimum koji se mora ispoštovati, a da DP niti može niti hoće ići ispod tog minimuma. Ispod toga, on je izrazio misao da su neki političari pogrešno predstavljaju namjere DP-a, a posebno je kritizirao Daliju Orešković, koja je, prema njemu, opet na temi Herceg-Bosne. Penava je također kritizirao medije za nekritičko sagledavanje obespravljenosti Hrvata u BiH, a posebno je obrušio se na oporbu koja plasira tezu o "unutarnjem dogovoru" konstitutivnih naroda u BiH. On je smatrao da je to glupost, mazanje očiju i zavaravanje, jer se radi o potpisanim sporazumima, a ne o novim dogovorima.

Penava je također izrazio zabrinutost oko toga da se u BiH još uvijek ne riješio problema ravnopravnosti Hrvata. On je analogiju slijedio, što je dovelo do izraza: "To je kao da netko dođe i 20 godina mi lupa šamare, a kad konačno ja kažem da to prestane jer ću mu inače polomiti ruke i noge, vi mi kažete da zašto sam to rekao i zašto stvaram negativno ozračje." On je naglasio da je rezolucija jasna, prava i dobronamjerna, a da je cilj jednostavno zaustaviti preglasavanje Hrvata. U tom smislu, Penava je istaknuo da je takav pristup u smjeru očuvanja cjelovitosti BiH, dobrih međunacionalnih odnosa i povijesnih okolnosti koje su dovele do Splitske deklaracije, Washingtonskog i Daytonskog sporazuma, kojemu je Hrvatska jamac.
