High-risk sex offender with lengthy criminal record to live in Winnipeg

A paroled sex offender in Toronto has been charged with drugging and sexually assaulting a woman, authorities confirmed. The accused, Justin David Levasseur, 36, was recently released from federal custody following a six-year sentence for previous offenses involving sexual assault and forcible confinement. The new charges stem from an alleged incident in which he allegedly drugged and sexually assaulted a woman, though specific details remain under investigation. Levasseur, who is now living in Winnipeg under supervision, was previously identified as a high-risk sex offender due to a long history of violent crimes. His release followed a conviction in November 2021 for sexual assault and forcible confinement against a woman he met online through Facebook. The incident occurred in February and March 2021, during which he reportedly confined her in his residence and subjected her to multiple sexual assaults, along with verbal threats. According to the Winnipeg Police Service, Levasseur is described as approximately five feet nine inches tall and weighing around 236 pounds. He has brown eyes, black hair, and several tattoos, including the letter “J” on his neck, “JL” on his left hand, and “Jay” on both shoulders. Additional tattoos on his left forearm feature a buffalo skull and headdress, as well as his surname. Police have issued repeated warnings about him over the years, including in 2018 and twice in 2019. Levasseur’s criminal record spans decades and includes convictions for sexual assault, forcible confinement, break and enter with sexual assault, choking, suffocation, assault causing bodily harm, and multiple counts of assault. He has also been found guilty of resisting peace officers, escaping lawful custody, obstructing peace officers, and uttering threats. Additionally, he has repeatedly breached probation, recognizance, and court orders. In 2016, Levasseur faced legal action related to an incident from three years earlier. During this time, he broke into a stranger’s home and sexually assaulted a woman while she slept. Her children were also present in another bedroom during the attack. As part of his parole conditions, Levasseur is prohibited from consuming alcohol or drugs, maintaining contact with known criminals and drug users, and interacting with his victims or their families. He is also subject to a lifetime ban on possessing weapons. Authorities have warned that any form of vigilante activity targeting Levasseur will not be tolerated.
