COThe Third Section of the Council of State ruled that the Community Corporation Juntas de Acción Comunal Area de Influencia Directa San Isidro de Chichimene (Cjaid) and its former legal representative, Sandra Patricia Ruiz Riaño, were responsible for damages caused to Ecopetrol during protests at the Chichimene Station in Acacías, Meta, in 2017. The protesters blocked access to the facility, entered the offices, damaged laboratory equipment, and injured a contractor, leading Ecopetrol to temporarily suspend seven commercial contracts and halt operations at several wells. While some oil production resumed later, the Council of State stated that the delay affected Ecopetrol’s revenue generation. The court determined that the protests exceeded constitutional limits by using illegal force to disrupt the company’s operations. Although Ecopetrol requested over 4 billion pesos in compensation, the ruling was issued in abstraction due to discrepancies in technical records regarding the number of barrels affected.
