The PL's strategy centers around feasible measures for the upcoming October elections. While they have not abandoned their support for printed ballots, the party acknowledges that this measure might not be viable for this year’s elections. They remain hopeful about reintroducing the topic under potential future governance by Senator Flávio Bolsonaro (PL-RJ), who is running as the party's presidential candidate.

A working group led by Deputy Eduardo Pazuello (PL-RJ) is developing at least eight recommendations for submission to the TSE, which is currently headed by Justice Kassio Nunes Marques. Among these proposals, the decentralization of vote tallies and the review of electoral zones in regions controlled by criminal factions and militias stand out. According to Deputy Sóstenes Cavalcante (RJ), the leader of the PL in the Chamber of Deputies, the party intends to present these eight suggestions to the new president of the TSE to evaluate how best to improve the electoral process. He believes these changes could provide more balance among political parties.

Pazuello and Cavalcante did not elaborate on all the proposals when contacted by Gazeta do Povo. Their advisors mentioned that the document was still being finalized by the party’s legal team. It is anticipated that the proposal will be submitted by members of the parliamentary bloc, possibly including President of the PL, Valdemar Costa Neto, by July.

One of the main proposals being developed by the PL's working group involves decentralizing the tallying of electronic voting machine results. Currently, the bulletin of each polling station is transmitted to the Electoral Justice, and the results are consolidated nationally by the TSE, which then publishes the count. The party believes reverting to a previous model where regional vote tallies were conducted by states before being sent to the TSE would create an additional layer of verification for the results. According to Cavalcante, this model would function as a kind of backup system for national counting and reduce risks associated with cyberattacks.

Legal expert Fernanda Esteves, a member of the Special Commission on Electoral Law at the Bar Association of São Paulo, stated that the proposal does not necessarily require legislative changes. She explained that the method of operationalizing vote tallies is governed by resolutions issued by the TSE itself and could potentially be modified administratively without needing legislative amendments.

However, attorney Roosevelt Arraes argued that the TSE lacks the authority to unilaterally change the model of vote tallies. He pointed out that the Electoral Justice depends on legislation to decentralize such processes. Given the proximity of the election, he sees little possibility of implementing such significant changes at this stage.
