As of today, the new Real Estate Brokerage Act is in effect.

A new Law on Property Mediation has come into effect in Croatia, aiming to regulate the real estate market by enhancing consumer protection and clarifying the obligations of mediators and agents. The law ensures citizens receive clear information about service conditions, costs, and who bears the mediation fees. It also strengthens professional standards by requiring agents to pass a professional exam, register in the Agent Directory, and work under one mediator. The process of registering mediators and agents is now fully digitized through the START Plus system. Additionally, the law specifies that mediators can charge fees only from the party with whom they have a mediation agreement, further protecting consumers. Minimum insurance requirements for mediators' liability and stricter advertising rules are introduced, along with mandatory record-keeping of all mediation activities. The Ministry of Economy has released two informational infographics to explain the key changes to both citizens and professionals.
