Germany Notes Increase in Conscientious Objection

Germany has seen a sharp increase in the number of requests for exemption from military service since the beginning of this year, according to the Federal Office for Family Affairs and Civil Issues in Berlin. In the first six months of 2025, 5,862 applications were received—significantly higher than the 3,879 received in the same period last year and more than double the 2,249 recorded in 2024. This rise is linked to the implementation of a new conscription law that requires registration of all men in a specific generation who must declare whether they are willing to serve. If insufficient numbers are registered, the Bundestag could activate measures to meet the required personnel levels for the Bundeswehr. The increase is also believed to be influenced by heightened security concerns in Europe following Russia’s invasion of Ukraine. Under the German constitution, individuals cannot be forced into armed service if it conflicts with their beliefs.

More and more Germans are asking for exemption from the army, the number of requests has increased sharply
