The Ministry of Culture, even under the previous government, believed that a contract must be signed to receive funds, while RTVS management maintained that additional contractual arrangements with the state, which is the founder of the institution, were unnecessary. The amendment to the law on RTVS, adopted by the National Assembly in December last year, regulates the co-financing of musical production from the state budget. It stipulates that musical production from the state budget will be co-financed at four percent of the value of the collected RTV contribution annually. This amounts to approximately four million euros, officials from the ministry said when the amended law was adopted in the National Assembly.

RTVS remains without approximately 14 million euros in budgetary funds. Management is preparing liquidity measures, and employees are warning about uncertainty regarding salaries. On Wednesday afternoon, the management of RTVS informed the board that the Ministry of Culture had again rejected the request for the payment of part of the funds that should belong to the public institution according to Article 30 of the law on RTVS. According to unofficial but reliable information, it was possible to hear warnings at meetings inside the media building that difficulties in securing funds for paying employee salaries could arise as early as September. These reports have not yet been confirmed by RTVS. The risk of liquidity problems was also recently warned about by Robert Pajek, president of the workers' council. According to the worst-case scenario, the institution could become unable to pay salaries after the August salary payments. Therefore, employees expect the management to provide a clearer picture: whether the state will indeed pay the funds foreseen by the law, and what will happen if the money does not arrive.
