IA: Microsoft signs agreement with Mistral to use its infrastructure in Europe

Microsoft has struck a major deal with the French artificial intelligence startup Mistral, agreeing to invest billions of dollars in Mistral’s computing infrastructure in Europe. The agreement, announced on Tuesday, marks a strategic expansion of Microsoft’s presence in the region and enhances the availability of Mistral’s AI technology through Microsoft’s cloud and software platforms. This collaboration comes amid growing concerns over technological sovereignty and the desire for alternatives to U.S.-controlled infrastructure. Under the terms of the deal, Microsoft Azure customers will gain access to Mistral’s data centers located in France, enabling them to develop software using these facilities. This move strengthens Microsoft’s position in Europe, particularly within regulated sectors that seek to avoid reliance on U.S.-based infrastructure. Additionally, Mistral has integrated its latest AI models, Medium 3.5 and OCR 4—into Microsoft’s application-building platform, Foundry. These models are also available through Microsoft Copilot Studio, further expanding the reach of Mistral’s capabilities. Businesses operating their own data centers and accessing Microsoft services via Azure Local will now have the option to deploy Mistral’s “open” AI models. These models grant users the right to develop their own AI systems, offering greater flexibility and control. The partnership reflects a broader trend toward reducing dependency on U.S. technology, especially following recent decisions by the United States to restrict foreign access to certain advanced AI models developed by U.S.-based firms. The push for “sovereign” AI has been gaining momentum for several years, but a recent U.S. decision to pause foreign access to two high-performance AI models created by Anthropic, a company based in San Francisco, has intensified the urgency of this movement in Europe. In a joint interview with Reuters, Microsoft President Brad Smith and Mistral CEO Arthur Mensch emphasized that the partnership aims to achieve technological autonomy while still leveraging U.S. software and security features. “By placing Mistral’s models on Azure Local and on Mistral’s computational capacity, we can combine American and European technology and do it in a way that provides continuous and assured access,” Smith stated. Mistral, based in Paris, has emerged as one of Europe’s leading hopes in the field of artificial intelligence. The company has already secured contracts with France’s military and is targeting growth in industrial manufacturing, financial services, and defense sectors. Despite its success, Mistral’s valuation remains significantly lower than that of U.S. competitors such as Anthropic. However, the Microsoft deal reinforces Mistral’s strategy to bolster its infrastructure and expand its market presence. Mistral aims to achieve a total computing capacity of 1 gigawatt by 2030, and the Microsoft agreement supports this goal.
