Major umbrella union holds massive rally over subcontractor bargaining rights

Members of the Korean Confederation of Trade Unions (KCTU) held a large rally in downtown Seoul, demanding that businesses directly negotiate with subcontracted workers. Police reported approximately 5,000 participants, while the union estimated up to 10,000 attendees. The protest was linked to the financial struggles of discount store chain Homeplus Co., which entered court-led rehabilitation in March 2025. The KCTU criticized the slow implementation of the 'yellow envelope act,' a law requiring prime contractors to engage in direct negotiations with subcontracted workers. Despite the law being in effect since March, only four businesses had engaged in negotiations within four months, according to KCTU leadership.
