Finally updated the zoning plan

After more than a decade of anticipation, the municipal council of Naklo has finally approved amendments to its spatial plan, marking the end of a long and complex process aimed at aligning the town’s development with current needs and legal requirements. The decision was made during the 23rd regular session of the Naklo Municipal Council, which adopted the harmonized proposal for amendments and supplements to the Decision on Changes and Supplements to the Municipality of Naklo's Spatial Plan (OPN). This concludes a multi-year effort to update one of the most crucial developmental documents for the municipality. The original spatial plan was adopted in 2010, with the intention of aligning the area’s spatial development with contemporary needs, citizen initiatives, business demands, and state legislation. At that time, then-Mayor Marko Mravlja issued a resolution in 2015 to prepare changes and supplements to the OPN. Throughout the process, the municipality considered approximately 180 proposals from both physical and legal persons. According to information presented during the session by Jasna Medved from Domplan, numerous professional studies were conducted during the preparation phase, including traffic analyses, hydrological-hydraulic studies, flood risk maps, and environmental reports. The procedure included a comprehensive assessment of environmental impacts, multiple phases of alignment with land-use authorities, and public clarification of the content. The amendments and supplements to the OPN include updating the strategic and implementation parts of the spatial plan and incorporate development guidelines for the entire area of the municipality. Among the key contents are additions to the urban planning plan for the settlements of Naklo, Malo Naklo, and Polica, changes in land use based on analysis of received development proposals from the public and private sectors, planning for sports and tourist facilities, and modernization of economic public infrastructure. Part of the changes also involve aligning spatial implementation conditions, addressing identified shortcomings, and updating the graphical part of the spatial plan with current data. Mravlja described the adoption of the decision on changes to the OPN as a significant step forward for the continued development of the municipality, expressing disappointment over the lengthy duration of the process. “Such things are key to the development of the municipality, so it is really sad that the preparation of such an important document takes so many years,” he said. Satisfaction with the successful completion of the process was also expressed by former Mayor of Naklo Ivan Meglič, who stated: “I am satisfied that we managed to bring this to an end after all. I was worried that it might fail again, but we persisted, completed the final alignments, and obtained all positive opinions.”
