N1 HrvatskaIndependentCenterFactual 95Objective 852 days ago Kaos u zdravstvu zbog novih iskaznica. HZZO: "Nije moglo drugačije"The article reports on significant disruptions in Croatia's healthcare system due to the introduction of new smart ID cards. Healthcare workers who have not yet collected their new IDs cannot access the Central Health Information System (CEZIH), which is essential for issuing electronic prescriptions and referrals. This has caused operational difficulties in some clinics. The Croatian Health Insurance Agency (HZZO) explains that the process was necessary for security and digitalization, but critics argue it could have been simpler. Some healthcare professionals, like those in KOHOM, believe the transition should have been smoother. HZZO maintains that the process could not have been done differently.
Bias read (Center): The article presents both perspectives: criticism from healthcare professionals and the justification from HZZO. It does not clearly favor one side over the other, maintaining a balanced tone by quoting both parties. There is no strong ideological framing or emphasis on specific political agendas.
Why these scores (Factual 95 · Objective 85): Factual accuracy aligns closely with the primary source document, reporting on the issues faced by healthcare workers due to new smart cards. Objectivity is slightly compromised by the emphasis on 'chaos' and the lack of balance between the challenges and HZZO’s response.
N1 HrvatskaIndependentCenterFactual 85Objective 9015 hr. ago HZZO: No work stoppage due to new certificates for CEZIHThe Croatian Health Insurance Fund (HZZO) has reported that there were no disruptions in healthcare operations during the transition to new credentials for accessing the Central Healthcare Information System (CEZIH). As of June 30, approximately 52,000 requests for new qualified certificates had been received, though this number is not final since some large hospital systems processed applications independently. In the past two days, 63 temporary certificates were issued to healthcare workers who had not yet obtained their new credentials. These temporary certificates are valid until July 15 and will not be extended beyond that date. The Ministry of Health is overseeing the project, while HZZO provides technical and operational support. No interruptions in the functioning of clinics, hospitals, or other healthcare institutions, nor any issues with the CEZIH system, have been recorded due to the transition.
Bias read (Center): The article presents factual information about the implementation of new digital credentials for healthcare professionals in Croatia. It includes quotes from HZZO and mentions the involvement of the Ministry of Health, but does not exhibit clear ideological framing, loaded language, or one-sidedness
Why these scores (Factual 85 · Objective 90): The article presents information accurately but frames the situation more favorably toward HZZO, downplaying the operational disruptions reported elsewhere. It provides technical details about the new certificates but lacks direct quotes from affected professionals.
HRT (Hrvatska radiotelevizija)State / PublicCenterFactual 85Objective 8816 hr. ago HZZO: No work stoppage due to new certificates for CEZIHThe article reports that the Croatian Health Insurance Institute (HZZO) confirmed there were no disruptions in healthcare operations during the transition to new ID cards and qualified certificates for accessing the Central Health Information System (CEZIH). As of July 1st, access to CEZIH is exclusively through these new IDs, which replace previous smart cards. The new certificates allow secure electronic identification and legally valid digital signing of medical documents, aligning the healthcare system with new security and regulatory requirements. HZZO stated that by June 30th, approximately 52,000 requests for new certificates had been received, though this number is not final as some requests were handled directly by large hospital systems. HZZO emphasized that no operational issues were reported in clinics, hospitals, or other healthcare institutions, nor any problems with CEZIH functionality. Temporary certificates issued over the past 48 hours have been granted to 63 healthcare workers and remain valid until July 15th. HZZO noted that the project’s implementation was managed by the Ministry of Health, while they provided technical support. Mobile teams were deployed to 20
Bias read (Center): The article presents factual information about the implementation of new health certificates without overtly favoring any political stance. It provides balanced reporting on the process, outcomes, and involvement of various stakeholders such as HZZO, the Ministry of Health, and healthcare providers.
Why these scores (Factual 85 · Objective 88): Similar to Article 1, this piece emphasizes HZZO’s stance and reports on the issuance of temporary certificates without fully addressing the frontline challenges described in the primary source. It remains largely objective but less detailed than the original report.
