Gujarat Housing Board’s 100% penalty waiver scheme: Eligibility & how to apply

The Gujarat government has announced a new initiative aimed at easing the financial burden on citizens facing overdue housing installments. Known as the 100% Penalty Mafi Yojana, the scheme offers a complete waiver of late-payment penalties for beneficiaries of the Gujarat Housing Board (GHB) and the Slum Clearance Cell. This measure is designed to assist individuals who have fallen behind on their housing payments and are struggling to clear accumulated fines. Under the program, eligible applicants can settle only the outstanding principal amount of their installments while receiving full relief from penalties. Those who manage to clear all pending arrears in a single lump-sum payment by 31 March will qualify for a total exemption from penalty charges. Additionally, the scheme facilitates the potential transfer of ownership of their property, providing a pathway toward greater financial stability. Eligibility for the scheme extends to two primary groups: GHB beneficiaries with unpaid housing installments and Slum Clearance Cell beneficiaries with pending payments. Applicants must be residents of Gujarat and hold a valid claim over the property in question. They may be the original tenant, a successive power of attorney holder, or the current occupant of the dwelling. This ensures that the scheme reaches those directly affected by overdue payments while maintaining clarity regarding property rights and responsibilities. To apply for the scheme, interested parties must follow a structured online process consisting of four key steps. First, they need to fill out an application form, ensuring all mandatory fields are accurately completed. Next, they should upload supporting documentation via the platform, making sure all files are clear, legible, and meet the specified size requirements. Following this, applicants must review their submissions carefully before submitting them and saving the generated acknowledgment number for future reference. Finally, they are required to make a lump-sum payment of all outstanding arrears through the designated GHB payment channels before the deadline of 31 March. Receipts for these payments should be retained for verification purposes. The list of required documents includes essential identification such as an Aadhaar Card and PAN Card, along with proof of income through an Income Certificate. Additional paperwork may include copies of Power of Attorney and associated fees, as well as evidence of rental agreements or letters from landlords. In cases involving the passing of the original tenant or power of attorney holder, a Death Certificate is necessary. Applicants must also provide recent photographs of the property, copies of municipal tax bills, and title consent forms on specific stamp papers. These documents ensure transparency and legal validity during the application process. The scheme does not impose any income-based restrictions or financial eligibility criteria, allowing a broad range of beneficiaries to access its benefits. However, if the property is registered under another individual’s name, the applicant must present the Aadhaar and PAN details of the rightful owner. This provision underscores the importance of accurate documentation in facilitating smooth property transfers and resolving outstanding obligations. As the scheme progresses, further guidance and support may be introduced to address any challenges faced by applicants during the implementation phase.
