Gov't disburses US$54.5 million for Sumatra socio-economic recovery

In a significant move aimed at revitalizing the socio-economic landscape of Sumatra following recent natural disasters, the Indonesian government has announced the disbursement of US$54.5 million to aid in the region’s recovery. This financial injection comes under the broader initiative led by the Social Affairs Ministry, which has already made nine rounds of allocations since the onset of the crisis. The latest sum, equivalent to approximately Rp967.5 billion, is intended to bolster the medium-term emergency response in ten affected districts and cities across Aceh, North Sumatra, and West Sumatra.

The announcement was made during a press conference by Social Affairs Minister Saifullah Yusuf, who emphasized the importance of these funds in restoring the economic resilience of disaster-affected communities. He outlined that the stimulus package would cover multiple aspects, including the provision of permanent housing units, a three-month living allowance, and initiatives designed to strengthen local economic networks. These measures aim to provide immediate relief while fostering long-term stability for the affected populations. The distribution of funds is facilitated through PT Pos Indonesia, ensuring efficient delivery even to remote areas where traditional logistical challenges might hinder access.

President Prabowo Subianto has taken a pivotal role in approving a comprehensive recovery plan, allocating a total of Rp100.1 trillion (approximately US$5.6 billion) for post-disaster recovery in Sumatra. This substantial investment is planned to be disbursed over a three-year period, divided into three distinct phases. The initial phase in 2026 involves the release of Rp38.9 trillion (around US$2.17 billion), followed by Rp32.9 trillion (about US$1.84 billion) in 2027 and Rp28.2 trillion (roughly US$1.57 billion) in 2028. This multi-phase approach ensures sustained support throughout the recovery process, addressing both immediate and long-term needs of the affected regions.

The allocation encompasses a wide range of government ministries and agencies, including the Public Works, Transportation, Agriculture, and Housing and Settlements Ministries, among others. Local authorities have also received a regional transfer fund of Rp10.6 trillion (approximately US$593 million) to assist the three disaster-affected provinces—Aceh, West Sumatra, and North Sumatra. Specific amounts have been designated for each province, reflecting the varying degrees of impact experienced across these regions. This strategic distribution aims to address the unique challenges faced by each area, ensuring equitable recovery efforts.

The government has underscored the need for coordination between central and local authorities to streamline the implementation of recovery projects. Home Minister Tito Karnavian highlighted that several ministries have already initiated rehabilitation and construction work based on their respective roles. However, there remains a call for expediting the approval processes within the Finance Ministry to facilitate faster disbursement of funds to other ministries and agencies still awaiting their allocations. This urgency reflects the critical nature of the situation and the necessity for timely action to prevent further delays in recovery efforts.

As the recovery process continues, officials remain optimistic about the progress made thus far. They note that 97 percent of temporary housing for affected residents has been completed, alongside significant strides in the reconstruction of public facilities. Despite these achievements, challenges persist, necessitating continued vigilance and adaptability in managing the ongoing recovery operations. The government's commitment to this endeavor underscores its dedication to ensuring that the affected communities not only recover but thrive in the aftermath of the disaster.
