He was born in Miradolo Terme, Pavia, on August 7, 1956. His parents were a homemaker and a factory worker who worked at the Corriere della Sera printing press. His grandfather was a farmer. After graduating from high school, Scotti nearly completed his law degree before changing direction. His early career began with radio successes at Radio Deejey and later Deejey Television alongside Claudio Cecchetto. He rose to prominence through popular TV shows such as Passaparola, La Corrida, Chi Vuol Essere Milionario?, and others including Paperissima and Striscia la Notizia (with Michelle Hunziker). He also hosted 50-50, Io Canto, Lo Show dei Record, The Money Drop, Avanti un Altro! Italia's Got Talent, Masters of Magic, and Caduta Libera.
