EXCLUSIVE: Cuban Operative Accused Of Aiding Hasan Piker Posed As Tourist Before Overstaying Visa

Cuban national Carlos Antonio Lloga Dominguez was apprehended by Immigration and Customs Enforcement (ICE) in Buffalo, New York, on June 26. Authorities allege that he aided far-left activist Hasan Piker and operated under false pretenses during his stay in the U.S. Lloga Dominguez entered the country in March 2025 on a tourist visa that expired on September 26, 2025. His presence in the U.S. exceeded the legal limits, as he refused to depart despite the expiration of his visa. Lloga Dominguez previously visited the United States in October 2003 on a work visa intended for foreign government officials and diplomats. This prior entry suggests a pattern of prolonged stays, which may indicate ongoing involvement with entities linked to the Cuban regime. Upon his latest arrival, he allegedly violated U.S. immigration law by remaining beyond the permitted period. Federal agents detained him along with his wife and son, indicating a broader investigation into his activities. According to a Department of Homeland Security spokesperson, Lloga Dominguez spent over a decade working for the Cuban Institute of Friendship with the People (ICAP). This organization, sanctioned by Secretary of State Marco Rubio in June, is described as a key player in a vast Cuban intelligence and influence network. The State Department claims ICAP operates through more than 2,000 affiliated groups across 150 countries and maintains close ties with Cuban intelligence officials. Fernando González Llort, currently serving as ICAP's president, was imprisoned in the United States for 15 years for acting as a Cuban spy. The group, established by Fidel Castro in 1960, is accused of promoting anti-American propaganda, supporting pro-Cuba activists, and influencing political figures both domestically and internationally. It has reportedly collaborated with U.S.-based leftist organizations such as the People’s Forum, Progressive International, and Code Pink to organize events, including a supply convoy led by Hasan Piker in March. The U.S. government is examining advocacy groups that have worked with Cuban officials, focusing on individuals like Piker, Medea Benjamin, and Olivia DiNucci. These investigations include administrative subpoenas issued by the Treasury Department seeking records related to travel, communication, and financial transactions involving the convoy. Piker initially denied any knowledge of Lloga Dominguez or ICAP during a live stream, expressing frustration over the allegations. “I don’t understand why they’re covering this as like the organization that sent Hasan Piker to Cuba,” Piker stated. He further lamented the political climate, suggesting that the situation resembles historical parallels. In a separate video, Piker claimed that someone was coordinating with the Cuban government on his behalf to arrange a trip.
