Ex-Maoist strategist Bhupathi appointed university coordinator for tribal scheme

Gondwana University in Maharashtra has appointed Mallojula Venugopal Rao, known as Bhupathi, a former senior leader of the CPI (Maoist) movement, as a coordinator for its ‘Ekal’ programme aimed at empowering Gram Sabhas. The decision came following a formal application process and an interview conducted by the university's vice chancellor, Dr Prashant Bokare, after consultations with the police department and district administration. Bhupathi, 71, surrendered to authorities in Maharashtra last year along with 60 other armed Maoists, including a combined bounty of ₹6 crore across six states. He was regarded as one of the top strategists within the outlawed movement, operating primarily in the Dandakaranya region, which spans parts of Maharashtra, Chhattisgarh, Telangana, and Odisha. The ‘Ekal’ programme, funded by the planning commission, seeks to empower 1,442 Gram Sabhas across Gadchiroli district. As coordinator, Bhupathi will educate villagers on their rights under the Panchayat Extension to Scheduled Areas (PESA) Act and the Forest Rights Act (FRA). His responsibilities include assisting with claim documentation, resolving discrepancies in claims, and serving as a liaison between local communities and the district administration. His extensive knowledge of forest life and local issues is expected to aid in these efforts. Additionally, Bhupathi will contribute to research at the Tribal Research Centre and monitor government schemes designed to support tribal populations. Gadchiroli superintendent of police, M Ramesh, noted that Bhupathi sought an opportunity to apply his decades of ground-level experience in the region. Ramesh recommended his application, citing his potential to make a meaningful impact. According to university officials, the appointment underscores the possibility for individuals who have renounced violence to engage in legal processes that promote tribal rights. This approach aligns with broader initiatives aimed at integrating former rebels into society while addressing the socio-economic challenges faced by tribal communities. University registrar Anil Hirekhan stated that Bhupathi was initially appointed on a three-month contract with a monthly honorarium of ₹30,000. The duration of his assignment may be extended based on his performance. The university officials emphasized that this appointment reflects a commitment to utilizing the expertise of individuals with deep regional insights to advance tribal empowerment and governance structures. The move has been framed as part of a larger effort to facilitate the mainstream rehabilitation of former insurgents. By engaging figures like Bhupathi, the university aims to bridge gaps between local communities and administrative bodies, ensuring that tribal voices are heard and their rights protected.
