Mexican officials have been ordered to clarify nearly 237 million pesos ($12.6 million) in alleged misused funds linked to ghost infrastructure projects in the state of Sinaloa, according to local media reports. The revelation comes amid growing scrutiny over the government's handling of major infrastructure initiatives launched during the administration of former President Andrés Manuel López Obrador. The issue has sparked debate among experts who argue that many of these projects lack proper oversight and have resulted in unnecessary costs and limited public benefit. According to specialists consulted by El Universal, the common thread running through the infrastructure projects initiated under López Obrador’s government is a pattern of impunity surrounding confirmed budget overruns and minimal social utility. These experts expressed concern that Mexico continues to allocate substantial resources to projects that were not backed by studies assessing their efficiency, despite evidence that they failed to meet their stated objectives. Eduardo Bohórquez, director of Transparency Mexico, emphasized that past large-scale infrastructure projects were halted due to perceptions of corruption and opacity in their execution. He called for greater accountability in future projects, stating that strategic national infrastructure must be built with integrity, transparency, and sound financial planning, without excessive costs or abuses. Bohórquez noted that the failure to ensure accountability could repeat history, citing the stalled construction of the Mexico City International Airport as an example of how perceived corruption can derail major projects. Marco A. Fernández, a professor at Tecnológico de Monterrey and researcher with Mexico Evalúa, criticized the combination of poor planning and corruption as defining characteristics of the current infrastructure efforts. He pointed out that these projects, often labeled as part of the so-called Fourth Transformation, have demonstrated significant overspending, serious limitations in social utility, environmental impact issues, and a lack of effective oversight mechanisms. Fernández argued that the head of the audit institution has clearly failed in his role, allowing such problems to persist unchecked. Fernández also took aim at legislators, particularly opposition members, for not engaging in meaningful debates within committees to review all expenditures related to these massive projects. He dismissed the government’s use of national security as an excuse to withhold information, arguing that it does little to conceal the failures of certain projects. Among the examples cited were the lack of passengers using the Mexican railway system, flooding issues at the Dos Bocas refinery, and environmental concerns associated with the Interoceanic Railway project, which reportedly caused fatalities due to poor planning. José Ramón Cossío, a retired Supreme Court justice, has repeatedly challenged the legality of López Obrador’s decrees declaring these mega-projects as matters of national security, calling them unconstitutional attempts to avoid judicial transparency. Cossío accused the government of dismantling bureaucratic structures and institutions by assigning tasks unrelated to their core missions, such as giving the military responsibilities far removed from its primary functions. Bohorquez lamented that amidst criticisms regarding the lack of verification and transparency in spending on these megaprojects, the focus appears to remain on the scale of the investments rather than the outcomes. He stressed that the success of such projects depends on openness, accountability, and the ability to demonstrate tangible benefits to the nation. In response to the allegations, authorities in Sinaloa have been instructed to provide detailed explanations regarding the allocation of funds tied to the suspected ghost projects. This follows a broader trend of investigations into the management of public resources, highlighting the need for stricter controls and more rigorous audits to prevent misuse of taxpayer money. The situation underscores the importance of ensuring that infrastructure developments align with both economic growth and public welfare, while maintaining the highest standards of fiscal responsibility and ethical governance.
