Ružić brought a new instruction about the inclusive supplement: Debt cancellation for users who return overpaid funds

The Croatian government has announced that it will no longer require individuals who received the inclusive allowance to repay any overpaid amounts. This decision was made following a new directive issued by Minister of Labour, Pension System, Family, and Social Policy, Alen Ružić, which outlines how the Croatian Institute for Social Work should handle cases where recipients receive more or less than their previously recognized entitlement. The directive aims to prevent situations where vulnerable groups of citizens have to return money to the state after their health condition improves and their allowance is reduced.

According to the new rules, any changes in the amount of the inclusive allowance will take effect from the first day of the month when the new decision is made. For the previous month, the recipient retains the previously recognized right. Those currently repaying overpaid funds will have existing debts forgiven, and the Croatian Institute for Social Work will return all previously paid amounts. Minister Ružić emphasized that financial security and avoiding the need to repay funds were key reasons behind this decision. He stated that this measure ensures the cessation of new debt cases while providing maximum security for those whose allowance has been reduced due to improved health conditions.

The number of beneficiaries of the inclusive allowance has increased significantly since the adoption of the Inclusive Allowance Act, reaching over 220,000 individuals. On average, the allowances have also been increased by between 50% and 100%. This directive is one of three legal guidelines Ružić has introduced since taking office in February. Additionally, the Ministry has initiated an evaluation of the Inclusive Allowance Act as a basis for future amendments and supplements to the legislation.

The directive addresses a specific issue faced by individuals receiving the inclusive allowance, particularly those who may experience a change in their health status. If their condition improves, they might find themselves in a situation where they have to return some of the money they previously received. By implementing these new measures, the government seeks to eliminate such scenarios, ensuring that individuals can manage their finances without fear of unexpected financial obligations.
