Over 60% of municipalities have not declared their real estate assets on the E9 tax form, and some have not even registered their properties with the National Cadastre. Market estimates suggest that of the 195,000 properties reportedly declared by municipalities, around 120,000 are 'invisible' to the tax administration. Analysis by BluPeak Estate Analytics indicates that 56 out of 332 municipalities have failed to fully register their properties, and some have zero National Cadastral Code Number registrations. The issue affects both the ability of municipalities to access financing programs and the risk of penalties for non-compliance.
