Colour-coded crime: Tamil Nadu cops rank 15k sex offenders by risk

Tamil Nadu has taken a significant step towards enhancing public safety and improving the management of sexual offenses by introducing the "SPECTRUM" initiative. This comprehensive system aims to classify and monitor sexual offenders based on their risk levels, ensuring that individuals with a history of serious crimes receive appropriate attention and supervision. SPECTRUM, which stands for Sexual Offender Profiling, Evaluation, Classification, Tracking, Risk Assessment and Unified Monitoring System, represents a strategic effort by the state's law enforcement to address the complexities of sexual crimes more effectively.

The implementation of SPECTRUM began in the south zone of Tamil Nadu, covering ten districts including Madurai, Tirunelveli, Tuticorin, and Kanyakumari. As part of this initiative, approximately 15,000 individuals accused of sexual offenses have been mapped. These cases range from less severe incidents such as eve-teasing to grave crimes like rape and murder. The police have noted that many of these cases involve relationships or marriages with consent, often where the victim was a minor, thereby falling under the Protection of Children Act (Pocso). The primary objective of SPECTRUM is to differentiate between low-risk and high-risk offenders, allowing for targeted interventions.

Under SPECTRUM, offenders are categorized into eight color-coded groups, each representing varying degrees of risk and severity. Red is reserved for individuals accused of gang rape, serial rape, repeated violations under the Pocso Act, and those perceived as a direct threat. Orange categorizes repeat molesters, stalkers, and habitual harassers. The police emphasize close monitoring of those in the red and orange categories, including tracking their parole status and implementing measures such as executing bonds under Section 126 of the Bharatiya Nyaya Sanhita (BNSS). Efforts are also underway to secure convictions in past cases and revoke bail for high-risk offenders.

To enhance accuracy and prevent future crimes, the police have begun collecting biometric data from accused individuals using a Measurement Capturing Unit (MCU). This includes fingerprints, iris scans, palm prints, height measurements, and high-resolution photographs. These records are intended to aid in solving future cases and identifying suspects in unsolved matters. Additionally, cyber-related offenses, such as online grooming, sextortion, and cyberstalking, are being prioritized. Offenders engaging in such activities are classified under the blue category, while those associated with same-sex dating platforms are marked separately in the purple category. Law enforcement is actively monitoring the digital presence of these individuals, including their social media accounts and phone usage.

Cybercrime sub-inspectors from Dindigul have reported successful operations against individuals exploiting dating apps like Grindr. Recently, two men were apprehended for misuse of such platforms to deceive or trap others. The system also distinguishes between organized criminal activities and lower-risk cases, with black-category offenders encompassing those involved in trafficking, commercial sexual exploitation, and organized sexual offense networks. Juveniles, on the other hand, are placed under the silver category, where counseling through parental involvement is emphasized to facilitate rehabilitation.

As the SPECTRUM initiative progresses, the Tamil Nadu police aim to refine its mechanisms further, incorporating feedback and addressing challenges encountered during its early stages. The long-term goal is to create a safer environment by leveraging technology and systematic categorization to better protect vulnerable populations and hold offenders accountable. The success of this program could serve as a model for other states seeking to implement similar systems.
