Charles Owino appointed as Government Spokesperson

Among the notable moves was the appointment of Charles Owino as the new Government Spokesperson, replacing Isaac Mwaura, who was elevated to the role of Head of the Office of Diversity, Inclusion and Disability Rights in the Executive Office of the President. According to an Executive Order issued by Chief of Staff and Head of Public Service Felix Koskei, the Public Service Commission had approved a series of promotions and redeployments impacting senior government officials. The order outlined that these changes were part of efforts to fill vacancies and strengthen institutional frameworks within the executive branch. Owino, previously serving as the Police Spokesperson, has been moved from the Ministry of Information, Communications and the Digital Economy to the Executive Office of the President, where he will act as the Head of Government Communications. Alongside these internal promotions, Ruto also made several nominations to key constitutional commissions and statutory bodies. Dr. Duncan Ojwang Oburu was selected to chair the Independent Policing Oversight Authority (IPOA), tasked with overseeing police conduct and accountability. Additionally, Ms. Antonina Lentoijoni and former Kenya National Union of Teachers (KNUT) Secretary-General Wilson Sossion were nominated as members of the Teachers Service Commission (TSC). Ms. Flora Mutua was nominated to join the Public Service Commission (PSC), which oversees the recruitment and management of public sector employees.
