Zatímco vláda pod vedením premiéra Andreje Babiše (ANO) pracuje na přípravách na summit NATO v Ankaře, prezident Petr Pavel (ANO) v posledních dnech vyvíjí tlak na vládu, aby mu umožnila účast na summitu. Tato situace, která se odehrála v rámci dlouhého sporu o práva prezidenta k reprezentaci České republiky na mezinárodních diplomatických událostech, dosáhla nového stupně, když Babiš odpověděl na předchozí dopisy Pavla, v nichž žádal o schůzku. Výsledkem bylo, že Babiš odmítl schůzku a zdůraznil, že vláda splnila všechna nařízení Ústavního soudu, což podle něj znamená, že schůzka není nutná.

Ministr zahraničních věcí Petr Macinka (Motoristé) prohlásil, že prezident mandát pro summit NATO určitě dostane. Podle něj bude obsahem dokumentu sloužícího jako podklad pro všechny členy delegace. Toto tvrzení však zůstává nejasné, ačkoliv vláda schválila letadlo pro prezidenta. Pavel, který považuje za absurdní, že vláda rozhodla okleštit doprovod a roli prezidenta, vysvětluje, že podle protokolárních pravidel by měl být v roli vedoucího delegace prezident, ale podle rozhodnutí kabinetu bude delegaci vést premiér.
Spor mezi vládou a prezidentem o účast na summitu NATO trvá několik měsíců. Kabinet původně Pavla do delegace nezařadil, a proto prezident podal kompetenční žalobu. Ústavní soud v předběžném opatření vládě uložil, aby hlavě státu zajistila účast. Českou delegaci do Ankary ale povede premiér, a prezident bude jejím členem spolu s čtyřčlenným doprovodem. Pavel ve středu uvedl, že podle všech protokolárních pravidel by měl být v roli vedoucího delegace prezident, ale podle rozhodnutí kabinetu bude delegaci vést premiér.
Babiš, který v rozhovoru pro Deník.cz tvrdí, že hlavní problém pana prezidenta je, že si vykládá ústavu, jak chce, zdůraznil, že tím, co Pavel dělá, a pokud poletí na summit NATO, poškodí ČR v zahraničí. Pavel se proti Babišovým slovům ohradil, tvrdíc, že poškodí ČR tím, že dlouhodobě usiluje o bezpečí českých občanů a plnění našich spojeneckých závazků, nebo tím, že chce, aby naše země byla důvěryhodným spojencem a partnerem. Babiš také vyčítá Pavelovi, že si vymyslel neústavní podmínku, když po Babišovi žádal před jmenováním premiérem oznámení, jak vyřeší svůj střet zájmů. Vyčítá mu i odmítnutí jmenovat poslance Motoristů Filipa Turka ministrem a postup kolem summitu NATO. Pavel je podle Babiše jednoznačně hlavou opozice a dělá kampaň za své znovuzvolení prezidentem. Babiš tvrdí, že Pavel stínuje naši vládu, stále zve naše ministry, a že všechny, kteří přijdou za mnou, tak si zve. Babiš také uvedl, že dneska seděl vedle mě na Bezpečnostní radě státu téměř dvě hodiny. Nechce být součástí jeho kampaně na znovuzvolení. Všichni to vědí, že je to kampaň. On je lídr, on není občanský kandidát. Babiš o své opětovné kandidatuře neuvažuje. Pokud poletí na summit, tak nás poškodí. My si jeho účast na summitu nepřejeme, poškozuje ČR. Ať jede na summit NATO příští rok,“ uvedl Babiš, který podle svých slov věří, že si to prezident rozmyslí.
