CCTV shown at inquest into Isaac Levings' death after he fell in Wellington Harbour

The inquest into the death of Isaac Levings, a 25-year-old Christchurch teacher who drowned in Wellington Harbour in April 2023, reviewed CCTV footage showing the moments before his fall. Levings disappeared after attending a concert at TSB Arena and was found two days later near Te Papa museum. The coroner highlighted that over half a dozen similar incidents had occurred in the harbor since 2015, including the death of Sandy Calkin in 2018. Previous inquests into Calkin’s death led to six safety recommendations for the Wellington City Council, including improved lighting and edge protection along the waterfront. Counsel for the coroner noted that while lighting improvements were underway, proposed edge protection measures were rejected by the council in August 2025. Temporary fencing had also been removed, leaving most of the waterfront without protective barriers.
