Prema Lucićevom izlaganju, Kundid nije uključen u proces izbora, već je bio izabran na prijedlog Vlade, uz suglasnost Hrvatskog sabora, i predložen predsjedniku. Međutim, njegova uloga nije ograničena samo na predsjednika, već uključuje i Vlado, ministra obrane i Hrvatski sabor. Ovo je otvorilo novu dimenziju konflikta, gdje se pitanje pravosudnosti i zakonske pravilnosti postavilo na središte.

Lucić je naglasio da je predsjednik Milanović ponovno poručio da će vojnikovski sudionici u Parizu biti izbačeni, što je uključivalo i zapovijed za Kundida. Međutim, Lucić je istaknuo da je predsjednikova zapovijed mora biti utemeljena na zakonu, a Kundid ne smije provoditi zapovijede koje su suprotne Zakonu o obrani. U slučaju da bi Kundid proveo takvu zapovijed, to bi značilo kršenje zakona, što bi rezultiralo sankcijama. Lucić je također napomenuo da je zakon iznad svih, uključujući i predsjednika, i da svi, uključujući Kundida, moraju ga primjenjivati. Ministar obrane Anušić je objasnio da je Kundid, kao načelnik Glavnog stožera, bio pod pritiskom predsjednika i da je imao izbor između poštovanja odluke ministra obrane ili predsjednika. Međutim, Anušić je istaknuo da je predsjednikova zapovijed suprotna zakonu, što je izazvalo pitanje o pravosudnosti i autoritetu. U skladu s člankom 205. Situacija je preselila se u Hrvatski sabor, gdje su zastupnici razmotrili mogućnosti daljeg rješavanja. Predsjednik sabora Gordan Jandroković je naglasio da je predsjednikova zapovijed apsolutno neprihvatljiva i da može imati opasne posljedice. U skladu s ovim, zastupnici su izrazili zabrinutost o tome da se ne prelazi preko kršenja zakona, što bi moglo voditi u anarhiju. Osim toga, suštično pitanje je bilo da li će vojnikovski sudionici u Parizu predstavljati Hrvatsku, a ne predsjednika ili Vlade, što je izazvalo debatu o autentičnosti i značenju takvih događaja.
