Baguio rejects P1.27-B bid to revive historic hydropower plants

Baguio City's local government has rejected a P1.27-billion public-private partnership (PPP) proposal aimed at rehabilitating and modernizing the city's historic American-era hydropower plants located in Tuba, Benguet. The city council determined that the proposal included operational components outside Baguio's jurisdiction and within Tuba's area, thus requiring submission to Tuba's local government. Representatives from the project proponent, Repower Energy Development Corp., expressed surprise at the rejection, stating they believed there was a minor misunderstanding regarding pipeline and wire realignments due to engineering constraints. This marks the second major PPP proposal rejected by the city council, following last year's rejection of a smart mobility project. Other notable proposals, such as the modernization of the Baguio City Public Market, were either withdrawn or remain pending.
