The Argentine Revenue and Customs Agency (ARCA) has extended the requirement for issuing electronic invoices or using a fiscal controller to certain taxpayers who previously had exceptions or used paper-based systems. This change was announced through Resolution General 5893, published on August 31 in the Official Gazette. The measure applies to 'monotributistas', self-employed individuals under specific tax regimes, and small contributors in local development programs. It also affects taxpayers not subject to value-added tax (VAT), though they cannot use fiscal controllers. ARCA will automatically register those without a sales point in the online invoice system. Paper receipts can still be used as an exception until their CAI expires. Insurance companies under Law No. 20,091 are exempt from this obligation if they exclusively handle non-VAT transactions.
