Ownership & classification
Founded: 1835
Ownership
Agence France-Presse is a French global news agency. It descends from Agence Havas (founded 1835) and was re-established as AFP in 1944. Under a foundational law of 10 January 1957 it is a sui generis 'autonomous organisation of a civil character' that is legally barred from issuing private equity, so it has no shareholders; it is overseen by a board including representatives of the French state alongside the press, broadcasters and staff. It is effectively a state-linked but editorially statute-protected agency rather than a privately owned company.
Funding
Roughly two-thirds of revenue comes from commercial subscriptions to its news, photo and video services; the remaining share comes from the French state, partly via subscriptions by government departments and a public-interest commercial contract (around EUR 113 million in 2022). The 1957 statute requires a balanced budget.
Affiliation & stance
AFP's statutes mandate absolute independence and neutrality, enforced by a dedicated supervisory council, and it is widely regarded as editorially independent. However, given its statutory state oversight, government board representation and substantial state funding, the site's STATE label is defensible; in practice it sits between STATE and INDEPENDENT, leaning STATE because of structural government involvement.
