The Slovenian government has unveiled a new anti-corruption body, the Special Investigative Unit for Corruption (SKOK), with plans to introduce its legislative framework by late summer 2026. The proposal was formally adopted by the ruling coalition and will soon be sent to the National Assembly for debate. If passed, the unit would operate under strict confidentiality, with all key stakeholders, including police, prosecutors, judges, legal experts, and civil society, remaining largely uninvolved in its creation. This lack of transparency has raised concerns among critics who question whether the initiative is genuinely aimed at combating corruption or serves other undisclosed interests. The proposed law outlines the structure and functions of the SKOK, which is intended to investigate and prosecute cases of corruption and organized crime more efficiently than current mechanisms. However, the process of drafting the legislation took place behind closed doors, with no public consultation or involvement from the institutions it is meant to oversee. This secrecy has fueled speculation about the true motives behind the initiative, particularly given the recent controversies surrounding the leadership of the current administration. Minister Anže Logar, who oversees economic affairs, labor, and sports, has been identified as the main proponent of the SKOK. Despite his prominent role in promoting the project, he has remained silent on several high-profile corruption scandals involving members of his party and allies. Most notably, he has not commented on allegations against former MP Mijač, which have drawn widespread attention from workers' unions, journalists, and political opponents. Meanwhile, Minister of Justice Mihael Zupančič has expressed skepticism about the initiative’s effectiveness, suggesting that the lack of transparency could undermine its credibility. During a televised interview with journalist Manica Janežič Ambrožič, Logar was asked who contributed to the drafting of the law. He responded that many stakeholders were involved, including top experts in the field. When pressed for specific names, he refused to disclose them, citing the need for anonymity due to the sensitive nature of the work. This response drew sharp criticism, especially after he later claimed that the law had already been finalized and would undergo parliamentary review in the fall. His evasive answers echoed his earlier remarks during his election campaign, where he defended his decision not to align with former Prime Minister Janez Janša despite public promises to the contrary. Logar, an economist with a doctorate in social sciences, has long positioned himself as a reformer, yet his silence on major corruption cases has left many questioning his commitment to ethical governance. Critics argue that the SKOK’s secretive formation mirrors broader patterns of opacity within the current administration, which has faced repeated accusations of mismanagement, broken promises, and financial impropriety. These claims have been reinforced by investigative reports highlighting irregularities in the allocation of state resources and the influence of private interests in policymaking. As the legislative process moves forward, the public will likely scrutinize the SKOK’s operations more closely. While supporters argue that the unit represents a necessary step toward greater accountability, skeptics remain unconvinced.
