Municipal leaders in Cape Town are calling for urgent action to address the long-term effects of apartheid-era spatial planning on children's lives. At a recent Metro Lives dialogue hosted by the DG Murray Trust in District Six, Cape Town, officials and activists emphasized the need for greater investment in underserved communities to ensure children have equal access to essential services and opportunities. The event brought together key figures including Brett Herron, secretary-general of the Good party, who argued that the lack of attention to spatial inequality has left many children in disadvantaged areas without adequate resources. Herron highlighted that the built environment in these areas continues to limit access to quality education, safe play spaces, and developmental opportunities, issues rooted in historical segregation policies that remain unresolved decades after the end of apartheid. Speaking at the gathering, Deputy Mayor Eddie Andrews of the City of Cape Town shared his personal experiences growing up in the Cape Flats, where he witnessed firsthand the consequences of spatial disparities. He stressed the importance of targeted investments in infrastructure and skills development within marginalized neighborhoods. Andrews noted that the city is exploring strategies such as “crowd investing”, a collaborative approach involving multiple stakeholders, to enhance service delivery and support community growth. Andrews also underscored the significance of early childhood development (ECD) programs in shaping children's futures. As part of the city’s ECD task team over the past three years, he has worked alongside the Centre for Early Childhood Development and other organizations to remove bureaucratic hurdles preventing early learning centers from registering and receiving necessary subsidies. This initiative includes measures such as exempting certain centers from administrative penalties for operating without proper land use approvals and streamlining access to development charge exemptions. According to Andrews, approximately 63% to 65% of the 2,620 educares in the city are not fully compliant with regulatory requirements. To address this, the city has adopted a proactive engagement strategy, seeking input from center operators to identify and resolve specific challenges. The goal is to increase compliance rates over the next five years, ensuring that more children benefit from structured early learning environments. The discussions also focused on the need to break down silos between different municipal departments to foster more effective collaboration in community development efforts. Both Herron and Andrews agreed that improved interdepartmental coordination is crucial for creating holistic solutions that meet the diverse needs of children and their families. Participants in the dialogue included Western Cape commissioner for children Sarah Roberts, DG Murray Trust project director Kwanda Ndoda, and deputy CEO Kentse Radebe. Their contributions added depth to the conversation, highlighting the multifaceted nature of the challenges faced by children in Cape Town and the necessity for sustained, coordinated action. As the city moves forward, the emphasis on inclusive urban planning and child-centered policy-making is gaining momentum. With continued commitment from local leaders and community advocates, there is hope that the legacy of historical inequities can begin to shift, offering children in Cape Town a fairer chance to thrive.
