On Tuesday, July 29, dozens of mayors from across the Lazio region gathered outside the regional council building in Rome to voice their concerns over the implementation of new community health centers, known as Case della comunità. The demonstration, marked by banners reading "Difendiamo la sanità pubblica" (Defend public healthcare), highlighted a growing frustration among local officials and opposition groups regarding the lack of medical staff and operational readiness of these facilities. Despite the completion of numerous buildings under the National Recovery and Resilience Plan (Pnrr), many administrators argue that the structures remain largely empty, failing to deliver the intended services and exacerbating existing waiting times. The protest focused on the failure of the current regional government, led by Health Minister Francesco Rocca, to ensure staffing levels and service availability in these newly constructed centers. Mayors described the situation as a paradox, new infrastructure exists, yet essential personnel such as doctors and nurses are absent, leaving the facilities unable to function effectively. This has raised fears that the initiative, which was meant to bring care closer to citizens and reduce pressure on hospitals, could instead become a symbol of unfulfilled promises. Mayors from towns including Nettuno and Zagarolo expressed disappointment with the administration’s approach, claiming that while political announcements have been frequent, tangible results have been scarce. Nicola Burrini, mayor of Nettuna, stated that the government appears more interested in campaign rhetoric than in addressing systemic shortages. He emphasized the need for guarantees in critical areas such as oncology and radiology, warning that continued neglect risks undermining public trust in the healthcare system. Similar sentiments were echoed by Emanuela Panzironi, mayor of Zagarolo, who stressed the importance of preserving these community-based health services. She warned that without proper investment, these facilities risk being gradually weakened, with resources diverted elsewhere. The concern extends beyond mere functionality; it touches on broader issues of resource allocation and governance within the regional healthcare framework. Political figures from both major parties joined the critique. Daniele Leodori, secretary of the regional branch of the Democratic Party, pointed to a larger issue, the mismanagement of Pnrr funds allocated to local healthcare. He argued that the opportunity to strengthen primary care and build a resilient network had been squandered, with too little attention given to professional staffing and long-term planning. Without these elements, he warned, the Pnrr could end up as another missed chance rather than a transformative success. Alessio D’Amato, former regional health official, added that fewer than 5% of the facilities meet the required standards set by the Ministry’s Decree 77. This shortfall, he noted, is partly due to unresolved agreements with general practitioners, further complicating efforts to make the centers fully operational. Adriano Zuccalà of the Five Star Movement criticized the slow pace of progress, suggesting that much of the work had proceeded through inertia rather than strategic intent. He underscored the absence of meaningful action regarding staffing, arguing that the openings of these centers have amounted to symbolic gestures rather than functional improvements. The protests also extended beyond the realm of healthcare, with mayors raising concerns about persistent waiting lists deemed incompatible with patients' rights. They accused the government of not utilizing available resources to bolster the overall healthcare system. These criticisms reflect a deepening divide between local leaders and the central administration, highlighting ongoing challenges in delivering effective public services.
